DR. PHILLIP “FLAPP” COCKRELL, The University of Toledo

Dr. Phillip “Flapp” Cockrell is the vice president for student affairs and vice provost of The University of Toledo (UToledo).

He was promoted to vice provost in 2019 to strengthen and enhance co-curricular initiatives and has since co-led a crowdfunding campaign that raised over $131,000 in emergency funding to support students affected by the COVID-19 pandemic. He also expanded student affairs services to the University’s Health Sciences Campus to aid in graduate and professional student success, among other notable achievements.

Cockrell earned his undergrad degree from Mississippi University for Women (MUW) and went to graduate school at Florida International University (Master’s) and Jackson State University (PhD).

Cockrell is a Gold Life Member of Phi Beta Sigma (PBS) Fraternity, Inc., where he most recently served as the Great Lakes region – director of education. Within the Toledo chapter, Cockrell served as secretary and chairperson for the Toledo March of Dimes Walk. Currently, he serves on the MUW Alumni Association Mentoring and PBS alumni boards, where he serves as fundraising chairperson.
