STEPHANIE SHACKELFORD

Lucas County Land Bank  

Stephanie Shackelford, Senior Vice President for Projects & Planning and Chief Information Officer for the Lucas County Land Bank, manages a program that transfers abandoned structures to individuals who renovate them to a safe and habitable condition, which restores the County’s tax base and improves the lives of neighboring residents. She has managed 600 of these projects since 2016, leveraging over $40 million in private investment in our community. In 2021, she executed a one of a kind survey of all 120,00 parcels in Toledo to document property conditions. She analyzed and published the data and continues to collaborate with partners to secure grants. As a result, a $20 million RAISE grant and a $6.1 million RE-TREE grant have been secured. 

An active community supporter, Shackelford is a member of the MetroParks Good Natured Initiative Leadership Committee where she plans programs and activities to increase participation of under-served individuals, Maumee Valley Habitat for Humanity Women Build Committee leading a build day for the past four years, and serves as Secretary and Projects Committee member on the Toledo Design Collective Board. She is also a United Way Affinity Group Member of Emerging Leaders and Women’s Initiative and was a “Build” Committee member of Forward Toledo in 2022. 

Shackelford is a member of the Ohio Land Bank Association and a regular presenter for Ohio land banks conferences; she is co-chair for the 2026 conference that will be held in Toledo. She is a member of the National Land Bank Network (NLBN) inaugural Diversity, Equity, and Inclusion Learning Cohort and in 2023 was selected by the NLBN to represent Lucas County. She was a presenter in 2023 and 2024 at Leadership Toledo Focus 419 program on the topic of Regional Development. She volunteers as a “Big Sister” for Big Brothers Big Sisters of Northwest Ohio and is a Humane Society Tails About Toledo volunteer. 

She holds a Bachelor of Arts in Political Science and a Master of Public Administration from Bowling Green State University. She completed the Professional GIS Certificate Program through Michigan State University in 2022, and is a graduate of Leadership Toledo Signature Program.
